I think there is some confusion about what it means to "publish" a 
document in the ISO process.

It is always possible to simply contribute drafts to the SC 34 document 
repository to show where the editors have gotten at some point in time.

However, such drafts have no "position" as it were in the work flow of 
documents that progress from NP to WD to CD to DIS, etc.

I can ask Toshiko to enter the document simply as a contribution from 
the editors to the repository.

The difference is that we are *not* asking all the NBs to review the 
document for the submission of comments, etc.
