[sc34wg3] New JTC1 Directives

Greetings!

I am sure everyone noticed Ken pointing out the new JTC1 directives in 
his most recent report.

What may not have been apparent, however, is that the new directives may 
have an impact on most of the pending topic maps drafts, most of which 
cite non-ISO specifications as normative references.

The revised Annex N:

Annex N The Normative Referencing of Specifications other than
International Standards in JTC 1 International Standards - Guidelines for
JTC 1 SCs

should be reviewed rather carefully. I only obtained a copy of it this 
morning and should have a preliminary analysis of it by later this week. 
It would be helpful if others could read it as well so that we can 
compare notes and see if we reach common conclusions about it.

You can obtain JTC001-N-8105 from http://www.jtc1.org. (It was released 
yesterday.)
