xml:id RE: [sc34wg3] Compact syntax requirement question

Just stumbled on W3C Proposed Recommendation on xml:id
http://www.w3.org/TR/2005/PR-xml-id-20050712/

Wonder if it has any impact on CTM. Maybe totally irrelevant, just can't figure.
Thoughts?
