Greetings!

I am cancelling the teleconference for WG 3, set for September 13, 2013.

SC 34 has appointed an ad hoc committee to study the question of
working groups in SC 34 with a report returnable by next September (2014).

So, we don't need a hurried position from WG 3.

What we do need the most is substantially completed proposals, i.e.,
ones that can be reasonably completed in 18 to 24 months.

Note: Not proposals to study, research, etc., but materials that when
they arrive, are substantially complete.

Our history with less complete materials doesn't need any elaboration.
The substantially complete requirement is no longer an informal
agreement in WG 3 but a requirement from the Secretariat.
