Did you read the paper? It shows that you can use such a mapping to do
an RDFS/OWL conversion to OSL (and so, by analogy, to TMCL). Also, it
shows that you can convert parts of OWL directly to topic maps.

OWL has three parts: OWL Lite, OWL DL, and OWL Full. So there is a DL
part of OWL, but OWL is not DL only.
