Actually, this was not at all obvious, so thank you for making it
clear what you meant. I think this is not really a functional
requirement, but more of an implementation idea. I think it would be
better to identify the requirements underlying your proposal that we
have two layers and to put those into the requirements document.

(Not to say that I think you are wrong. So far I don't have an opinion
on that.)
