[sc34wg3] New TMCL draft

Graham and I have produced a new draft of TMCL, which you can find at:
   http://www.isotopicmaps.org/tmcl/

We believe that this time the shape of the spec, the templates, and  
the PSIs are all fairly stable.

We *really* want feedback on this version, and especially feedback  
from implementors on whether they can understand and implement the  
spec, and whether they believe different implementors will implement  
it the same way.

All other kinds of feedback are of course also welcome.
