[sc34wg3] SAM issue: string-normalization

Discussion of this issue suddenly stopped. Does that mean that people
accept the resolution we arrived at in Baltimore, or simply that they
don't have time to discuss this? I would like to know, since I need to
know whether or not there is still interest in discussing this in
London, or whether people consider the issue closed.
