So, we have agreed that there is a group of people who would like to
see scope strengthened, that someone will work on a proposal for how
to do this, and that we will discuss this in Montr=E9al.

Meanwhile, we need to decide what to do in the short term. I am
leaning towards specifying that scope is an intersection. Bernard
would like to see it left undefined.

I would like to hear other opinions on this. If I don't get any I will
do intersection for now, and we can discuss this in Montr=E9al.
