IMO scope is currently a marble-cake of a notion, where the chocolate is
"scope is metadata on a characteristic assignment" and the vanilla is "scope
is a theory about a charactersitic assignment". The set-theoretic notion we
know & love/hate is a decent munge of this (phenomenological?) confusion.

(I can't remember where I said before that) IMO eventually the concept of
scope will need to become a separable "module" in the topic map concept,
with a defined interface/behaviour based on how it is used in elementary
topicmap operations. Any acceptable model of scope must then have a
"dumb-down" (a forgetful, faithful mapping) to the simple scope model (what
we now have).

The recent discussions on scope had got me thinking and as a result I have
written a short paper on an approach to extending the concept of scope as it
