[sc34wg3] New SAM draft

A new SAM draft is now available from:

This is later than it ought to be, I know, but, well...

The main changes are to the metamodel section, which has been expanded
somewhat, but a large number of small textual problems have been fixed
throughout. The issues resolved in Montr=E9al are updated, and the
comments from the Japanese National Body taken into account, as well
as comments from Robert Barta and Geir Ove Gr=F8nmo.
