It establishes a name ("Form n", where n is an integer in the sequence 1..8) for each of the Forms of Connectedness that an arc can represent, as a convenience for use elsewhere in this document, and possibly in the definitions of TM Applications.
It provides a convenient form of reference to the relationships between nodes represented by arcs.
         
Since there are no other names of relationships (or connectedness) to be created, the procedure for assigning names is irrelevant. Assume use in this document, but no reason to limit to TM Applications. Could want to use these as references in an article or monograph. In any event, adding TM Applications does not "buy" anything for the model.
