Such special arrangements may involve indirectly addressing the nodes of the topic map graph represented by the interchangeable forms of the topic maps that are incorporated by reference, by addressing the syntactic "node demanders" of the nodes that must be merged. See parid0401 5.2.10.3.
Possibly because of the suggested deletions, perhaps not, this does
not appear, even with the preceeding paragraph, to really fit under
normative rules for merger. Basically says topic map creators are
responsible for making necessary mergers happen. OK, so now what?
