Hello there,
Looking at the TMCL requirements <URL:
http://www.jtc1sc34.org/repository/0548.htm>, I did not find constraints over
basename instances, like constraints of section 4.1.3. Is it not necessary?
I suggest the three kinds of constraints below, based on "4.1.3. Constraint by
occurrence type".

4.1.X Constraint by basename type
U2. Valid place where basenames may appear
This constraint defines where basenames may appear.
a. Basename of type B can only be a characteristic of topics of type T.
Example: Basenames of type Surname may only be characteristics of topics of
type Person.
U3. Valid basename type and scope
This constraint defines the valid basename types and scopes.
a. Basename of type B can only be used within scope S.
Example: Basename of type Surname can only be used within the scope of Name.
U4. Valid locators
This constraint defines the valid basename value.
a. Basename of type B must have locators that match a pattern P.
Example: Basename of type Name must have a string containing the word 'Mr'.
