[tmcl-wg] Requirements document restructured

Hi Erica,

Thanks for posting this.  I like the content that was moved into Design 
Goals. I don't think that what we have now in 4.2 is General Use Cases. 
These can be added to  section 5 Design Goals too, I think. I would like to 
hear what others think.

Are we planning to have the Usage Scenarios included too? (your 
database/ecommerce example and others) or are we planning to have the 
scenarios in 408?)

I will review this in more detail over the weekend.
