Right. But it is a bad thing if mailto:donald at duck.org is sometimes an
IRI and sometimes a QName. I know, you'll agree.

   = mailto:donald at duck.org {  !! Treated as IRI
       !! statements
   }

   %prefix mailto = mailto:    !! From now on, "mailto" is a prefix

   = mailto:donald at duck.org {  !! Treated as QName
       !! statements
   }


Without question, that's conceptually wrong.
