I think the natural batching is:

 - SAM, with XTM, and possibly HyTM
 - RM
 - Canonicalization
 - Guide

SAM might even be separated from the syntaxes, actually, if we decide
the timing needs to be different.

Could you say something more about what the co-ordination requirements
for multipart standards are?
 
| Interestingly enough ISO 13254 and 13255 have not yet been published

| 13259 also appear to be free at present. Its a pity 13252, 13254 and

That's quite interesting. Maybe we should make use of that.
